Big Spring ISD Teacher Incentive Allotment

House Bill 3 (HB 3), passed by the 86th Texas Legislature in June of 2019, established an optional Teacher Incentive Allotment with a stated goal of a six-figure salary for teachers who prioritize teaching in high needs areas and rural district campuses.
Big Spring ISD is excited to announce that the BSISD Teacher Incentive Allotment was fully approved by the Texas Education Agency in 2023! The initial three-year process included planning and input in year one, data collection in year two, and data submission and validation in year three. In our first approval year, the district designated 25 teachers! The district is committed to the continuation of compensating instructional excellence through the collection of data centered around student growth and teacher observations.
Currently, Big Spring ISD has prioritized the following teacher groups for participation in the Teacher Incentive Allotment:
- K-8 Reading and Math, English 1, English 2, Algebra 1, Geometry, and Algebra 2
- 5th/8th Science and Biology

Big Spring ISD Teacher Incentive Allotment (TIA):
Big Spring ISD is in the process of developing its Teacher Incentive Allotment program:
In the 86th Legislative Session, HB 3 provided funds for districts in Texas to apply for funding through the TIA. The Teacher Incentive Allotment (TIA) provides funding to pay highly effective teachers whose students show measurable improvement in academic growth. District leaders began investigating this program in November 2019. Big Spring ISD created a TIA Committee consisting of teachers, campus leadership, and district leadership to develop a plan that would rigorously and accurately recognize specific teachers making substantial student academic gains within the classroom.
In addition to outlining very specific criteria for teacher eligibility in accessing the TIA, the Texas Education Agency has selected the College of Education at Texas Tech University to assist in the selection of districts. This is a rigorous process for districts to gain approval for TIA funding. Teacher evaluations, observations, and student outcomes must align. Additionally, the process must be valid and applied consistently across all evaluations thus creating a system that supports a culture of excellence, improves student achievement, and offers a transparent opportunity for professional success.
Big Spring ISD has designed its initial TIA plan to align with the BSISD School Board goals and ultimately solidify a strong foundation of math and reading for all students throughout their academic career as well as provide them with the skills they need to be successful beyond our walls whether that be in post-secondary acdemia or the workforce.
