Mr. Jay McWilliams
Superintendent of Schools
Mr. McWilliams is entering his 7th year as the Superintendent of Schools for Big Spring Independent School District. Mr. McWilliams came to Big Spring in 2016 as the Assistant Superintendent after serving the previous eight years as the High School Principal at McCamey High School. In April of 2018, the Big Spring ISD Board of Trustees selected Mr. McWilliams to lead the District as the Superintendent of Schools. Mr. McWilliams is entering his 42nd year in education, and his 9th year in Big Spring ISD. A graduate of Andrews High School in 1979, Mr. McWilliams later received his Bachelors of Science degree from Angelo State University in 1983. In 2009, Mr. McWilliams received his Master’s Degree in Educational Leadership from the University of Texas of the Permian Basin. Mr. McWilliams received his Superintendent certification through Region 18 and their Superintendent program. Mr. McWilliams holds certifications as a Superintendent, K-12 Principal, and a secondary history teacher. During his 42 year career, Mr. McWilliams has been a Junior High teacher/coach, an Athletic Director/Head Football Coach, and a High School Principal. Mr. McWilliams has been happily married to his wonderful wife Gina for 39 years. He and his wife are the proud parents of two grown children (Cannon, Laci) who are also involved in public education. Mr. McWilliams is also the proud Granddad to three amazing grandchildren who keep him extremely busy attending their various activities. Mr. McWilliams is currently the Chairman of the Region 18 Superintendent Group. (2nd year) Mr. McWilliams was also selected by his peers to serve on the TASA Executive Committee representing Region 18. This past year (2024) Mr. McWilliams was nominated for the Superintendent of the Year award by the Board of Trustees at Big Spring ISD. Mr. McWilliams is active in his community, and recently finished his year term as the President of the Greater Big Spring Rotary Club. Outside of work, Mr. McWilliams enjoys spending time with his family, traveling, playing golf, working out, and supporting our amazing kids in Steer Nation.
Mr. Jeff Perez
Assistant Superintendent of Operations, Title IX Coordinator
Mr. Jeff Perez is currently serving as the Assistant Superintendent of Operations for Big Spring ISD. Mr. Perez joined Big Spring ISD in 2021. Prior to serving at BSISD as Assistant Superintendent, Mr. Perez served in a variety of educational roles, including High School Principal, District Academic Coordinator, Assistant High School Principal, and High School Teacher. Mr. Perez holds three Texas Educational Certificates, including Superintendent Certificate, Principal Certificate, and Secondary Teacher Certificate. Mr. Perez attended Lubbock Christian University where he earned his Bachelor’s Degree in Secondary Education and his Master’s Degree in Educational Leadership, and received his Superintendent Certificate. Mr. Perez and his wife Yvette, who is also an educator, have four children. Tyler is married and living in Lubbock, Ellianna is a senior at BSHS, Daniel is an 8th grader at BSJH, and Isaac is a 7th grader at BSJH. The Perez family is happy to be a part of the BSISD family and look forward to being a part of the Big Spring community.
Mrs. Dana Scott
Assistant Superintendent of Academics and Assessment
Mrs. Dana Scott currently serves as the Assistant Superintendent of Academics and Assessment and joined BSISD in May of 2022. Mrs. Scott has served in varied positions including Director of Student Services, High School Principal, Junior High Principal, Elementary Teacher, and Junior High Teacher. Mrs. Scott graduated from Johnson City High School and received her Bachelor of Science Degree from Texas State University in 1992. In 2012, she received her Master of Education in Educational Leadership and Policy Studies at the University of Texas at Arlington and two years later completed the Superintendent Program at the same institution. She holds Texas certifications as Superintendent, EC-12 Principal, and 1-8 Elementary Teacher. She and her husband Darren are proud parents to two daughters and a son who are loud and proud Fightin’ Texas Aggies!
Mrs. Susan Bryan
Chief Financial Officer
Susan Bryan became the Chief Financial Officer in the fall of 2016 and has worked in the Business Office of Big Spring ISD since 2011. Her background includes six years of public accounting experience both in the audit and tax fields. She also has worked many years in the private sector specializing in oil and gas accounting. She is a certified public accountant. Susan has a Bachelor degree in Accounting from Abilene Christian University. She and her husband, Larry, are proud parents to a son and daughter. Her children are both graduates of Big Spring ISD and are currently pursuing engineering degrees in college.
Mrs. Melissa Tarbet
Director of Business Services
Melissa Tarbet joined Big Spring ISD in September 2016. Her background is in business management in the Energy Production sector. She is also the owner and operator of a real estate investment company with her husband since 2002. She received her Bachelor of Business Administration from Angelo State University in 1991. She has been married to her husband Ted for 30 years and they have 3 children.
Mrs. Stacie Del Angel
Federal Programs
Originally from the Rio Grande Valley, Dr. Del Angel earned her Bachelor’s from UT-Rio Grande Valley and a Master of Education from the University of Houston-Victoria. Most recently, Dr. Del Angel received a Doctorate in Educational Leadership at Texas Tech. Dr. Del Angel started her career in 1999 and was a secondary ELA teacher and academic coach. She then served as an assistant principal and dean of instruction for several years. Before coming to Big Spring to be the principal at Goliad Elementary, she was a district coordinator for ELAR and Emergent Bilingual. Dr. Del Angel holds multiple certifications, including ELAR 8-12, ELAR 4-8, Generalist EC-6, ESL, SPED, GT, Principal and Superintendent. Dr. Del Angel and her husband have four grown children who live across the country, all actively pursuing college and careers.
Mr. James Scott
Director of Technology
Jamie Scott has been a part of Big Spring ISD since June 2005 and has been the Director of Technology since September 2018. He previously worked in the Mental Health profession for 18 years. He has Bachelor of Science degree in Network Administration from Bellevue University. Jamie has been married to his wife Janet for 30 years and they have 2 grown children.

Jim Wommack brings over 25 years of educational experience to the district and is currently in his eighth year with Big Spring ISD. His career began in the classroom as a biology teacher and on the field, coaching both football and track. Jim began his administrative career at Big Spring Junior High School as an assistant principal. Jim’s wife of 20 years, Carman, is also in the school district. They have two children – Jordan, a 2019 BSHS graduate, and Carter, currently a 6th grader.
Ms. Misty Henson
District Testing Coordinator & Special Populations
Misty Henson has been in education for over 20 years. She has earned a Bachelor of Science in Education from Angelo State University and a Master of Education from Lamar University. During her 20 years in education, Misty has served as a classroom teacher, supervisor of a behavior unit, special education counselor and a high school counselor. Misty is currently serving as the District Testing Coordinator and Director of Special Programs. Misty has been married to her husband, Michael for 19 years and has two beautiful daughters, one who is a 2018 Big Spring graduate.
